Governace of the Proctorial body of BGCTUB :

The Proctor's Office is an impartial and discrete institution within the University. The Proctor and its administration are trusted to ensure the discipline of the University.
The Office of the Proctor is launched by honorable Vice Chancellor of the university, Researcher, Philanthropic, Professor Dr. A. F.M. Aowrangagab Sir in 2020 is designed to maintain a healthy and smooth academic environment on the campus. The Proctor Team is formed with one faculty member as an Assistant Proctor from each Department along with the Proctor of the University, who is generally a senior faculty member of the University. Dr. Md.  Siraz Meah is the present Proctor of the University.
The team monitors the student's activities in different campus areas to maintain discipline and to ensure safety and security within the university premises. Any event organized under the university banner inside or outside the premises needs permission from the entity. The team organizes periodic sessions for awareness regarding various student disciplinary issues. Counselling in this regard is also a regular activity of the group.
Proctor acts as a member secretary of the Central disciplinary Cell of BGCTUB. The Cell keeps an eye on the activities related to the awareness against bullying, sexual harassment, terrorism or religious extremism, and the use possession of drugs through Departmental Monitoring Committees. In case of need after contacting the help of the guardians is also sought. The team tries to solve the problems of the students, faculty members and staff and monitors the gatherings for any ill motives on the university premises.

The vision of the Proctor Office is to create a safe campus, inclusive, and supportive student-faculty, and campus neighborhood community where all members can thrive. We strive to foster a culture of respect, integrity, and accountability, where everyone is valued and empowered to achieve their full potential. Through active communication, education, and collaboration, we aim to promote responsible behavior, prevent misconduct, and support the holistic development of our students.

Guideline, Roles and Responsibilities:

In summary, the Proctor’s office oversees the following responsibilities:
1. Continuous Vigilance: The Proctor or  Assistant Proctor shall ordinarily remain in each of the University Buildings during University hours for maintaining order and discipline in the University.

2. Students’ ID and Transport Cards: The students of University will be provided by registrar office, with identity cards, transport cards, which they must show on demand by the Proctor or the Assistant Proctors.

3. Disciplinary Authority: The Vice-Chancellor may delegate his disciplinary powers as he may think fit to the Proctor. The Vice-Chancellor shall issue standing orders as regards Lire extent of the power which he delegates to the Proctor.

4. Fines: The Proctor shall have the power to impose on a student a fine TK.50 for losing ID cards and TK.1000 for losing transport cards and he has also a power on a student fine an amount (approved by disciplinary committee) at a time for a breach of discipline or misconduct in the University.

5. Cultural Activities: No clubs or societies or students organization other than recognized Unions or Associations shall be allowed to be formed. No parties or entertainments shall be held within the premises of the University nor shall a student play a musical instrument or use a loud speaker in the University premises during University hours without the previous permission of the Proctor. A breach of this rule will be treated as a breach of discipline.

6. Property Protection: The Proctor may take suitable action against any student who willfully damages, disfigures or destroys University properties, or gardens, or does not observe the rules for facilitating movement within the University and for keeping the University neat and clean and for proper parking of cycles and vehicles.

7. Proctorial Powers: Each teacher and officer of the University shall have proctorial powers and he can when necessary take suitable action for maintaining discipline in the University. Every such action shall be reported to the Proctor.


8. Emergency Assistance: The Proctor or any of the Assistant Proctors can seek the help of any employee of the University in the discharge of his duties in the University or outside, at all hours and it shall be the duty of the employee or employees concerned to give him every reasonable assistance.

 9. Strikes and Attendance: Neither student of the University individually or collectively shall declare a “Strike" or a “Hortal” or a “Barricade” of the University students nor shall a student prevent another student of the University from attending the University classes, Laboratories and Library. Students absenting themselves from their classes on the days of the Strike or Hortal or Barricade will be liable for to forfeiture of their scholarships, stipends and other financial assistance.

10. Meeting and Demonstrations: No meetings of the students of the University other than the meetings organized by the University or by different Departments of the University or by the student's Unions recognized by the University shall be held in any part of the University without the previous permission of the Proctor. No demonstration shall be organized within any part of the University.

11. Discipline in Digital Platform: We have also discipline in the digital platform. Digital platform means social Medias (face book, YouTube, twitter, Instagram, TicTok Telegram etc.). No students can write whatever they like about the university. They should protect the image, interest, goodwill, name and fame etc. of the university in their writing, drafting, imaging and uploading of any information. Otherwise proctorial body will take action seriously.
